It is thought to be the first autonomous Black women’s group of its kind to be established in London, and to be among the first in Britain more broadly (indeed, it was initially known simply as ‘the Black Women’s Group’).

The group was central to radical struggles against racism, fascism, sexism and class oppression in London and beyond, organising extensively around the policing and criminalisation of Black people, reproductive justice, housing, labour, legislation on immigration and nationality, education and more. The BBWG worked closely with other community groups and organisations; it was also actively part of networks of women’s groups nationally and internationally. It was instrumental in establishing the Organisation of Women of Asian and African Descent (OWAAD), which existed between 1978 and 1983 and was the first national Black women’s organisation in the UK.

Political Blackness […] was understood as encompassing all those exploited in Britain through historical and modern forms of colonialism, imperialism and racism. “Blackness”, in this sense, functioned as a site of active and relational re/articulation; as a site of resistance, of solidarity and of coalition.

Crucially, the BBWG organised on the grounds of political Blackness. “Blackness”, in this formulation, was not understood as a descriptive category referring, for example, to “race” or skin colour; rather, it was understood as encompassing all those exploited in Britain through historical and modern forms of colonialism, imperialism and racism. “Blackness”, in this sense, functioned as a site of active and relational re/articulation; as a site of resistance, of solidarity and of coalition. This conceptualisation of Blackness was prevalent (though far from settled or uncontested) in Britain’s Black Power movement in the 1970s and 1980s, and the BBWG’s members, accordingly, included women from and with ties to the Caribbean, Asia and Africa. This approach was central to – and further developed by the BBWG’s critical involvement in – OWAAD, which explicitly marked it by referring to women of Asian and African descent in its name.

Along with the Mary Seacole Craft Group, the BBWG established the Mary Seacole House, later renamed the Black Women’s Centre, in 1979. For much of its existence, the centre was managed by the BBWG. It became a focal point for the meeting of women’s groups and political organisations working across London. The centre hosted a regular legal and welfare rights information and referral service; a craft workshop; a health group providing, among other services, advice on contraception and pregnancy; a crèche; children’s activities during school holidays; and a library and resource centre specialising in women’s literature and Black history. In the aftermath of the April 1981 Brixton Uprising, the centre also functioned as the headquarters of the Brixton Defence Campaign’s Legal Defence Group.

The BBWG’s newsletter, Speak Out […] contained reports on the BBWG and other grassroots groups’ work on a variety of fronts, in-depth political position statements, analyses of proposed legislation, explainers on health issues and accounts of liberation struggles across the Global South.

The BBWG’s newsletter, Speak Out, detailed all of this. Alongside these, there were poems and illustrations by BBWG members, as well as reviews of plays, films and novels – emphasising the group’s understanding of culture and political struggle as inseparable, and of art and self-expression as integral to movements for liberation. Collectively written pieces – on, for example, the issues the group organised around, the coalitions the group was part of, and the group’s political positions – appeared in publications such as Race Today, Spare Rib, Red Rag and Feminist Review.

This book brings together, for the first time, all of the issues of Speak Out as well as statements, articles and book chapters written by the Brixton Black Women’s Group.

Over the years, many individuals and groups have devoted a considerable amount of effort to honouring the BBWG’s work – not least the writers of the landmark 1985 book The Heart of the Race: Black Women’s Lives in Britain. The first sustained account of Black women’s history in Britain written by Black women, The Heart of the Race was written by BBWG members Beverley Bryan and Suzanne Scafe with OWAAD co-founder Stella Dadzie, and features an extended section on the BBWG. Elsewhere, Dadzie’s personal papers, held at the Black Cultural Archives in Brixton, have long included the most comprehensive collection of BBWG documents available. Despite efforts by a great many people, however, the wealth of writing produced by the BBWG has remained scattered and often difficult to access. This book brings together, for the first time, all of the issues of Speak Out as well as statements, articles and book chapters written by the Brixton Black Women’s Group. It also contains other hard-to-access archival material essential to understanding the group’s work and trajectory.

Why wasn’t the group’s trailblazing work as celebrated as it deserved to be and available as a resource in combatting current, seemingly intractable and ever-intensifying crises?

The research culminating in this book began in 2016, as part of my work on my PhD thesis, which focused on squatting in Brixton from the 1970s to the 2010s. During my PhD, I began compiling as much of the BBWG’s writings as I could find, in addition to writing by individual members of the group. I visited archives and typed up issues of Speak Out, as well as leaflets produced by the group; I tracked down out-of-print books and journals, typing up chapters and articles written by the group or by individual members. Initially, this was solely so I could easily revisit this writing and quote from it as needed in my thesis; over time, however, this gathering of the BBWG’s writing became a project in its own right, as the group’s visionary work speaks urgently to the conditions we face in the present. I began to share the material I was collecting with friends, whose excitement was palpable. Many of them had never heard of the group; some had but had never encountered the group’s writings. My own excitement was beginning to be mixed with frustration: Why wasn’t this material more widely known and accessible? Why was the Brixton Black Women’s Group so absent from accounts of any number of key political issues, campaigns and events in 1970s and 1980s Britain to which they were central? Why wasn’t the group’s trailblazing work as celebrated as it deserved to be and available as a resource in combatting current, seemingly intractable and ever-intensifying crises? It became very clear: the collected writings of the Brixton Black Women’s Group had to be published.

With this in mind, from 2017 onwards I worked on this collection whenever I could. I continued typing up articles and chapters; I tracked down an elusive Speak Out issue; I found photos of the Black Women’s Centre; I carefully removed photocopier static from images in issues of Speak Out. In November 2020 I contacted members of the BBWG and sent them what I had put together, with the offer to take this forward should they be willing. Meticulous discussions then took place between us: What should the scope of the book be? What material was perhaps beyond that scope, and what material had yet to be included? Members looked to their personal archives and sent me more material to include, from leaflets and statements to photographs.

As fascism sees a resurgence around the world, as the struggle against police brutality and racism must continue unabated, as attacks on reproductive rights and bodily autonomy rage on and as border regimes and capitalism continue to exact their deadly toll, the work and legacy of the Brixton Black Women’s Group remain as vital and necessary as ever. This book is offered in the hope that it might provide tools to not only understand and confront this current conjuncture but also prefigure and enact practices of mutual aid, solidarity and resistance so urgently needed to overcome it. It is offered in the hope that it might provide tools to imagine a radically different world; a world beyond the brutal entanglement of conquest and empire.

Large crowd gathers to show solidarity with oppressed Palestinians and to demand a real and permanent ceasefire

A large protest has filled streets in Liverpool’s city centre this weekend in a show of solidarity with Palestinians and a demand for a permanent and immediate ceasefire in Israel’s slaughter of civilians, mostly women and children, in Gaza.

Loud, but good natured – and growing as it went as more and more arrived and even bystanders joined it as it passed – the march set off from Liverpool’s Roman Catholic cathedral and filled Hope Street:

Was Keynes a Liberal or a Socialist?

My old Will Lyons  Lecture at Franklin & Marshall College in the Spring of 2021 is now a working paper. Prof. Lyons was a Bucknell Graduate, and a professor at F&M. The topic was based on the, at that time, recent reading of Jim Crotty's book. From the abstract:

Right-wing critics of Keynes have often suggested that he was a socialist. His policy proposals were very often described as a slippery slope that would lead society into a totalitarian nightmare. Alternatively, from the left, Keynes was often seen as a reformist that intended to preserve the essence of capitalism. His reforms were mere window dressing on an exploitative system. The scholarship on Keynes also remained divided. However, in the last few decades a more robust position in favor of Keynes’ socialist affiliation was developed, particularly in the careful scholarship by Rod O’Donnell and James Crotty. This paper suggests that while Keynes was a pragmatist willing to experiment in economic policy, and fully aware of the need to transform and transcend laissez-faire capitalism, he remained a liberal, in particular because Labourites, and most socialists, remained conservative in their economic policy outlook. Keynes was a
revolutionary in economic theory, but a moderate in his politics.

This book demonstrates that a major part of the answer lies in the transformation of its state. It shows how Britain championed radical economic liberalisation only to weaken and ultimately break its own governing institutions. This history has direct parallels not just in the United States but across all the advanced capitalist economies that adopted neoliberal reforms. The shattering of the British state over the last forty years was driven by the idea that markets are always more efficient than the state: the private sector morally and functionally superior to the public sector. But as this book shows, this claim was ill-founded, based as it was on the most abstract materialist utopia of the twentieth century. The neoliberal revolution in Great Britain and Northern Ireland – the United Kingdom – has failed accordingly, and we are living with the systemic consequences of that failure.

The rise of nationalist populism in some of the world’s richest countries has brought forward many urgent analyses of contemporary capitalism. What this book offers, by contrast, is the explanation of a dark historical joke. It explores for the first time how the Leninist and neoliberal revolutions fail for many of the same reasons. Leninism and neoliberalism may have been utterly opposed in their political values, but when we grasp the kinship between their forms of economic argument and their practical strategies for government, we may better understand the causes of state failure in both systems, as well as their calamitous results.

Britain’s neoliberal policies have their roots in neoclassical economics, and Part I begins by comparing the neoclassical and Soviet economic utopias. What emerges are mirror images – two visions of a perfectly efficient economy and an essentially stateless future. These affinities are rooted in their common dependence on a machine model of the political economy and hence, by necessity, the shared adoption of a hyper-rational conception of human motivation: a perfect utilitarian rationality versus a perfect social rationality. As the later policy chapters demonstrate, these theoretical similarities produce real institutional effects: a clear institutional isomorphism between neoliberal systems of government and Soviet central planning.

When it comes to the mechanics of government, both systems justify a near identical methodology of quantification, forecasting, target setting and output-planning, albeit administrative and service output-planning in the neoliberal case and economy-wide outputs in the Soviet. Since the world in practice is dynamic and synergistic, however, it follows that the state’s increasing reliance on methods that presume rational calculation within an unvarying underlying universal order can only lead to a continuous misfit between governmental theory and reality. These techniques will tend to fail around any task characterised by uncertainty, intricacy, interdependence and evolution, which are precisely the qualities of most of the tasks uploaded to the modern democratic state.

In neoliberalism, the state has been more gradually stripped of its capacity for economic government

The Soviet and neoliberal conceptions of the political economy as a mechanism ruled by predetermined laws of economic behaviour were used to promote pure systems of economic coordination, be that by the state or the market. Leninism, as it evolved into Stalinist command planning, dictated the near-complete subordination of markets to the central plan. In neoliberalism, the state has been more gradually stripped of its capacity for economic government and, over time, for prudential, strategic action, as its offices, authority and revenues are subordinated to market-like mechanisms. Both Soviet and neoliberal political elites proved wildly over-optimistic about the integrity of their doctrines, even as they demonised the alternatives.

For all their political antipathy, what binds Leninists and neoliberals together is their shared fantasy of an infallible ‘governing science’ – of scientific management writ large. The result is that Britain has reproduced Soviet governmental failures, only now in capitalist form. When we understand the isomorphism between Soviet and neoliberal statecraft, we can see more clearly why their states share pathologies that span from administrative rigidity to rising costs, from rent-seeking enterprises to corporate state capture, from their flawed analytical monocultures to the demoralisation of the state’s personnel and, ultimately, a crisis in the legitimacy of the governing system itself. This time around, however, the crisis is of liberal democracy.

The final chapter considers how the neoliberal revolution, like its Leninist counterpart, has failed within the terms by which it was justified and instead induced a profound crisis not only of political and economic development but also of political culture.

I use different periods of Soviet history as an analytical benchmark throughout the book, but the Brezhnev years (1964–1982) were those of the fullest systemic entropy: the period of ossification, self-dealing and directionless political churn. Under ‘late’ neoliberalism we can see a similar moment of political hiatus, as neoliberal governments likewise resort to nationalism and the politics of cultural reaction to forestall public disillusionment and a shift in paradigm. I use the United Kingdom as the case study because it was both a pioneer of these reforms and, in many respects, has gone furthest with them. If neoliberalism as a doctrine had been analytically well-founded, it was in the United Kingdom, with its comparatively long and strong liberal traditions, that we should have seen its most positive outcomes.

To be clear, Britain’s neoliberals were never totalitarians of the Soviet variety. They never used revolutionary violence to create a one-party state, deployed ubiquitous intelligence agencies to enforce repression or used systems of mass incarceration and murder for political ends. Britain’s neoliberal consensus has nevertheless favoured a one-doctrine state, and the violent suppression of specific, typically economy-related, protests has been a periodic feature of its politics since 1979. Britain’s neoliberal governments have also developed an increasingly callous attitude to social hardship and suffering. Most troubling of all is that the more neoliberalism has been implemented, the more the country has been driven to the end of its democratic road. By the early 2020s the Conservative government of Boris Johnson had sought to criminalise peaceful protest, to constrain media independence and to insulate the political executive from parliamentary and public scrutiny. In short, it had abused its authority to disable legitimate political opposition. What I hope to explain is why any regime that commits itself to neoliberal economics must travel in this direction or abandon this ideology.

What follows is an argument about the collapse of the empiricist political centre and its replacement by utopian radicalism. Specifically, this is a story of how the pioneering and socially progressive philosophy of liberalism is being discredited by utopian economics and the practically clientelist methods of government that follow from it, just as the politics of social solidarity essential to a civilised world was undermined by the violence and corruption of the Soviet experiment. As the old Soviet joke had it, ‘Capitalism is the exploitation of man by man. Communism is its exact opposite.’ There are, of course, many challenges distinct to neoliberalism and I pay attention to them, but my purpose here is to see what we can learn about the political economy of the neoliberal state when we look at it through the lens of comparative materialist utopias.
